I assume the original conviction was a California State Court felony, but do not know if the expungement included a reduction to a misdemeanor and then the dismissal? ( the full PC 1203.4 is a prerequisite to the issuance of the Certificate) In either event, you'll need to petition for a certificate of rehabilitation and Governor's pardon.

example of the form on Ventura county web site at:

http://www.ventura.courts.ca.gov/vn075.pdf

Also information at the Attorney General Site.

It must be filed with the DA of the rendering county, and the Da of the current county of residence and the Court in the county where you reside.

Rules vary for Federal and other States convictions.

No guarantees, but you try by seeking a Certificate of Rehabilitation, and/or a Governor's pardon. Feel free to contact me if serious about pursuing.
