If I was molested by my step father when I was younger (about 40 years ago Cpould I press charges so he has to register as a sex offender now?

Reporting this to police may not result in criminal charges being filed, but they could prevent his molesting another child.

Nope. There are statutes of limitations that have long ago passed.
