after 14 years can a felony 288(a) be reduse or forgiven?

Forgiven? Not unless by the victim.
PC 288 is specifically listed as NOT eligible for expungement, i.e. 'reduction', which is a procedure that can be used on many other convictions to clear a record.

California Penal Code, section 1203.4 is generally used to either reduce or expunge criminal charges. It specifically states that charges brought under California Penal Code, section 288 do not qualify to be reduced or expunged.
I guess you could petition the Governor of California for a pardon. However, considering the violation I would think it would be unlikely to occur.
