When it comes to sex offenders being out on parole, and are now in transient, what does that mean?

Sex offenders must register their address with the local police, no exceptions, if that was your question. Offenders are not allowed to be 'transients' without a residence. That would be a violation of parole and the registration law, subjecting them to arrest and charges.
