Legal Question in Criminal Law in California
sheriff cannot serve the TRO to the restrained person because his mother said he moved but we suspect that he is still living in his parent's house. What can we do?

Don't use the sheriff to serve your TRO. Use a private process serving company.

Find a place outside of the house where you think he routinely goes, i.e. bowling alley, shopping mall, work, etc.
Have him served there.
