Legal Question in Criminal Law in California

My sister was sexually abused by my uncle. It happened when she was very young, probably around 5 years old. She did not reveal this until about 7 years later. By this time, law officials said there was nothing they could do about it, he would not be arrested and put in jail because it had been too many years since it happened. What I want to know is, why does it matter how long it has been? He committed a crime and he should be punished for it, so how can they not legally arrest him?

Where is the proof of the crime to support criminal charges?? The word of a child long after the fact is not likely sufficient. What says she is telling the truth, and what corroborates her story? Had she complained at the time, it might have been credible.
