Legal Question in Criminal Law in California
My son was arrested in California and "bargained" for a six month sentence. He had restitution to pay when he is released. He is seeking a transfer to Oregon where my husband and I live. He has been told that until the restitution has been paid, the State of California will not grant him a transfer. I don't know exactly who told him this - my question is - Is this true?

It is unlikely he'll get a transfer at all. It just isn't done often. But it sure won't get done until CA has everything they want from him, including fines and restitution.
