I did State time in California in 1996-97 for grand theft am I able to get my civil rights back so I can serve on a jury and own a firearm?

Own a firearm? no, never again.
Jury/vote, yes. In California. Individuals convicted of a felony can't vote while incarcerated or on parole, but voting rights are automatically restored upon completion of parole. People on probation can vote.
