Prison, probation or parole status has no effect on statute of limitations or tolling. In general a charge must be brought within the applicable Statutory time limits. If the defendant leaves the country, the statue is extended. But once a warrant is issued, it is valid 'forever', there is no 'run and hide' defense to them.
