what is suspended sentence and who is allowed to be granted it
is it available to someone who just finished a term

sentencing, whether suspended or not, is what is negotiated as part of a plea deal with prosecutors and court to avoid a trial, or done by the judge after your loss at trial, not after you have already served your time. Your 'sentence' is what put you in jail.
