talking on the telephone with a minor
is it against the law for an adult to have a non sexual telephone relationship with a minor?

"Non-sexual" is in the eye of the beholder - i.e. the parent that can bring criminal charges. Such conduct risks a variety of 'harassment' or other charges that could result in becoming a registered sex offender.
