How much time will my son serve if he is charged with car jacking? He was offered 3yrs by the public defender, can a lawyer for hire get him a better deal?

None simply because he is charged. If convicted, then up to several years or more in prison. Whatever defenses he has must be used effectively in plea bargaining or at trial to keep that from happening, if possible. He needs a good attorney.
