can you turn yourself in for a crime without a warrant?

Technically and logically speaking, no. Turning in implies that the law enforcement is chasing you which normally happens when an arrest warrant has been issued.

On the other hand, you might be in a situation where the police wants to interview you in the course of an investigation where you might be a suspect and no warrant has yet been issued. In such situation you would have a choice of whether to cooperate and talk or not. Talking to the police is always a bad idea if you failed to seek advice from a criminal defense lawyer beforehand.
