Will California's Electronic Communication Privacy Act (SB178) prevent the police from getting my address/name from my Internet Service Provider if I haven't committed a felony, and are not suspected of committing a felon?

No. A search warrant will get them full access. Americans have very little privacy remaining in this digital and social media age.
