Most witnesses lie to a little extent, some witnesses to a very large extent, so few are ever prosecuted. If the judge gets upset, he may impose monetary and trial sanctions. How, though, is the victim trying to blackmail a defendant?

If a person lies under oath, it's perjury and they can be prosecuted for a felony.
However, if the District Attorney calls this person as a witness, the DA has decided the victim is telling the truth and the defendant is guilty, so the witness is unlikely to be prosecuted.
