Is it legal for an employer or representative of a company to monitor and or record phone conversations without notifying a caller

All an employer has to do is give notice in the policy manuals or elsewhere that they have the right to record or listen on employees. To record or listen on calls including a non-employee in the conversation, like a customer call in, they have to give notice each time to the customer.
