hi, i am 21 years old and dating a 17 years old girl. how far can i go? i know the fact that sexual intercourse is illegal. how about kissing and hugging?

You risk statutory rape charges for any sexual activity, and risk sexual molestation, assault, or similar charges for many 'things' short of that. Minors are protected from predators, and you would be considered one.
