is it illegal if i just turned 18 and im dating a 15 year old and we arent having sex is it illegal??

Dating? Not illegal? Sex [in any form], will get you arrested, convicted and put on registered sex offenders listing. You are subject to her parents potential claims and reports to police, since they don't have to believe your story.

YES! It's statutory rape. A girl under the age of 18 is a minor and she cannot give her consent legally. You an end up in jail besides becoming a registered sea offender for life. Time to consider the great risks and use good judgment.
