Is it 'lega'l to force healthcare workers to wear a mask if they so decline the flu vaccine?

If it is because of legitimate concerns about the health and safety of co-workers and patients, then, yes it is legal.

It is legal for any reason. Given that no flu vaccine is 100% effective, it would be legal to require all workers to wear a mask. It would be legal to require you to wear a clown nose too. If you don't like the required garments for your job, your only right is to quit.
