Manager didn't report another manager on creating hostile enviroment, intimidation, racial profiling, race, color is this a case

IF you can prove illegal discrimination, and prove the mgmt knew of it, then yes, you may have a case. It requires admissible evidence, witness testimony, documents, etc. other than your word.
