Is it legal for a interviewer to ask my wife if I she is planning on having babies soon?

No. That violates the pregnancy discrimination laws. IF she can prove that happened, beyond her word vs his, and she wasn't hired, she has a claim. Feel free to contact me if she wants to pursue that claim.
