Legal Question in Discrimination Law in California

Is either of these questions legal?

In the State of California can a third party in this case an employment agency; can the recruiter ask you when you graduated from college? Also when a person with more than ten years of work experience only reveals the last tens years of employment history on his or her resume, then the recruiter asks how many years of work experience do you have? They usually do this to find someone with less experience and also to find someone who will demand a lower salary for their client.

I had a few employment recruiters both do these to, I would not answer them and one even hung up the phone on me.
