how can i help my brother to transfer his case from colorado to california.

You don't. He doesn't. Criminal charges are prosecuted where the crime occurred. He MAY be able to arrange incarceration and probation out of state, but highly unlikely. If at all, it would require a 'pay to stay' jail in CA. Get a Colorado attorney who's willing to try.

He MAY be able to arrange jail time and probation in CA, but that's highly unlikely. If the CO court would allow it, it would require a 'pay to stay' jail in CA. Hire a Colorado attorney who's willing to try.

On what ground? Criminal charges are normally prosecuted and tried in the jurisdiction where the crime allegedly was committed. If there were also an offense in California, more likely than not your brother would be obliged to stand trial in both states, sooner or later. For free assistance, your best bet may be to make an appointment to discuss the case or cases with a public defender in the county where you think jurisdiction ought to be if the matter could be transferred to California.
