CA DUI arrest reaching statute of limitations, dmv hearing already lost, suspension in place. If statute of limitations is reached how can that affect the DMV, my MVR, my suspension, and getting my license reinstated?

The DMV can take action against your license independent of what happens in court. If the statute of limitations passes, it just means you can't be charged in criminal court for the DUI.
However, if you lost your DMV hearing (or never did anything about it), your license was suspended for 4 months. You could have gotten a restricted license after 30 days as long as you were enrolled in the first offender program, a current SR-22 (proof of insurance) and paid $125 to reissue your license. From there, you could have gotten it back to full status after 4 months if you completed that 3 month program.
It doesn't affect the DMV suspension. You can get your license back when the suspension period is over.
