If my driving privileges are suspense in Pennsylvania will it affect my driving privileges in California?

Yes. The only reason California would let you drive here in the first place is that you have driving privileges in your home state. If those privileges are suspended, then you can't drive anywhere in the U.S. until they are restored. The same is probably true in most -- or even all -- foreign countries.

Of course. All states recognize the actions of the other states, and convictions in those states.
