DUI in 2000 in California // Been in KY since 2001. How do I get License back?

Jorge got a DUI in California in 2000. He was enrolled in class and paid $500 of the $750 class. --name removed--also had a $1000 + fine to pay. This was a first offence DUI case. --name removed--got sick, missed a few classes and they dropped him. In 2001--name removed--moved to Lexington, KY. Since it has been close to 3 to 4 years that he hasn't driven or had license, what does he have to do to get it back? Isn't this enough time off the road to get license back. He needs to drive to get to and from his job. He has taken bus or got rides from fellow employees.

If he didn't finish his class or pay his fine, he has an arrest warrant outstanding for him. He will be arrested and taken into custody if he comes in contact with police in any state or at the US border. He will not get back his license until this is cleared. To clear this up, he has to return to court and negotiate a deal with the DA and the Court regarding the original charges and now the new warrant. It is possible to handle it through counsel without having to come to CA, and may be possible to get a 'deal' involving only payment of fines and penalties. However, the the court could also mandate some jail time. I would do my best to obtain such outcome. If interested, and if the case is in Southern California, contact me.

For restoration of your permanent license, you must attend a state certified 90 day alcohol/drug treatment program. You are eligible for a hardship license after 30 days without a license, but you must show proof of enrollment in the DUI classes to the Court, prior to the issuance of a hardship license.
