I was just wondering what the punishment would be be if someone receives their 2nd dui and at the same time is charged with a hit and run?

A second time DUI and a hit and run is nothing to take lightly. Several factors, including the timing between the first and second DUI, the blood alcohol level, whether there was an injury due to the accident, the court, the attitude of the sentencing judge and the DA towards DUIs, all go into a sentence.
You are facing up to the maximum of two years in jail, up to $2,200 in fines, plus penalty assessments, an extended alcohol school, revocation of a license for one year, restriction for 18 months after that, an ignition interlock device, and probation.

I've read Robert Miller's response, and it is excellent. I just want to add that before a lawyer can predict the outcome of a case, s/he has to know all of the facts of the case as seen by the defendant, what the government is claiming, what any witnesses say, etc. Each case depends upon its own facts. Some cases are stronger for the defense than others. That means that some people will get a better deal than others with the same charges. If it is you asking, you should asap get competent counsel to deal with this to minimize or 'deal' with the jail time, heavy fines, alcohol programs, restitution, etc. Contact me if interested.
