What is needed by lawyers to present drug & alcohol testing in trials in California? Any certifications? Also any online downloadable written materials?

You would need the person who took the samples, those who preserved the sample and those who performed the test to testify. The person who performed the test should be licensed.

Lawyers don't "present" tests, their retained experts do, who have been qualified by the court to testify about the test and results.
