No. The court will not release the hold until you do what you are supposed to do, and what you agreed to do in your plea bargain. Nor will the DMV until you comply with their separate requirements. You realize, don't you, that there is an arrest warrant out for you because of your failure to comply with the court orders? For you to handle this, you must turn yourself into the court, with or without an attorney, and negotiate a new plea bargain on the outstanding charges, warrant, and license suspension. Doing so voluntarily will result in a better outcome than you being brought in cuffs to court after arrest on the warrant. That will happen if you come in contact with law enforcement anywhere. If this is in SoCal courts, and you're serious about getting legal help doing so, feel free to contact me.

Assuming that you pled guilty and received probation, you are now in violation of your probation and could be sentenced to actual jail time. There is more than likely a pending bench warrant for your arrest for failure to complete the DUI program, failure to appear, etc... You will not be able to get your driving privilege in California reinstated until you complete the DUI program and resolve any other outstanding probation violation(s). Contact an attorney in the area where you were sentenced/convicted and ask about getting yourself back in court to address the issues.
