Legal Question in Elder Law in California

Who decides? Husband or children?

My mother-in-law has Alzheimer's and is married to a man who denies there is anything wrong with her and he has been taking care of her. Now he has fallen down and broken his hip, but he does not want anyone else in the house to take care of them. All the adult children on both sides of the family want in-home care and/or to move them both to a facility. Is there any way to resolve this without forcing them to both be declared unable to care for themselves?

No. Unless the parties can agree on a plan, then someone may have to seek a Conservatorship or Guardianship over the disabled person. Feel free to contact me for the legal help you'll need in negotiating an agreement, or bring legal action.
