Legal Question in Elder Law in California

Declaring a Loved One Incompetent

My mother has had a long history of being unable to care for herself. From basic cleaning up after herself to her finances. My brothers and I were taken away from her and adopted by her cousin. She used to leave us unattended. There have been points in her life where she has had dead animals under her bed, feces covering the floor. Her dog is still allowed to poop in the house...and it can be days before it gets picked up. There was quite a sizable estate that may now not exist. Her trust officer of the past twenty years passed away suddenly (three weeks ago). She now thinks he spent all her money, but out of respect for the family has not asked for the files of the trust because they may still be greiving. She is in her early sixties. There is a whole lot more...
