If you are saying she is a named beneficiary or the trust who is legally entitled to a regular distribution or that she is entitled per the trust to have her bills paid by the trust which is being denied improperly in violation of the trust, then she would have to take legal action against the trust and trustees. If so, then feel free to contact me to discuss how and what can be done for her.
If you are saying her family is refusing to honor a moral obligation to care for her, then there is little she can do other than seek Medicare, Medicaid, Disability, or other benefits, or rely upon charity of family and friends. If she is left without support, she can contact the welfare agencies, and the Public Guardian's Office to seek their assistance and direction.
If she is in the trust and being refused the benefits from it she should immediately see a lawyer. The trustee may be stealing money, so your mom will need an accounting and restoration of her benefits.
