You should consult an attorney regarding a conservatorship for her. The conservatorship can be limited or broad in scope. It's a court process that appoints someone (conservator) with legal authority to make financial and/or health decisions for another person (conservatee).

The attorney does not have to be in the same county as the conservatee, but the conservatorship proceedings are usually filed and heard in the conservatee's county, so a local attorney may be better.
