misuse of finances

sister has conservertorship has use monies for her own benefit not for mom use does she have the right to do that?

No, she doesn't...and she'll have to account for money she's spent to the court. She is allowed fees, approved by the court. You should probably review the items with an attorney to see whether court action may be required or a resolution can be reached.

No. You may want to consider filing a petition to get her removed as conservator.
