Legal Question in Elder Law in California

How do I get my mom the care she needs?

My 80-yr old mom has been diagnosed with early ALZ/dementia. Sister has lived w/her for 7 yrs, watched her decline & is resisting any interference from our brother and me. We would like to have Mom placed in a facility that will cater to her needs, but sister is resisting, saying she will take care of it eventually. If Mom's house was sold now and handled properly, we could place her anywhere for the rest of her life. In the meantime, Sister is trashing Mom's million-dollar house and Mom spends most of her time alone & confused. Is there any way my brother and I can legally gain control of the situation? We would like to have Mom taken care of properly as she deserves to be. We don't care about an inheritance, we want to take care of her and Sister won't allow it.
