Pay debt
As my mother's caregiver and one who had power of attorney, do I still have to pay her bills even though she is deceased?

You can't, unless you have some other authority. If your mother has assets, then only the personal representative of her estate or trustee of her trust can pay the debts using her estate funds.

No. The estate itself is responsible.
