Can the the holder of power of attorney assing the right if the grantor no longer has the capacity to execute a legal document?

That's the whole purpose of a POA - to assume and exercise control, subject to the powers and limitations granted in the POA, until the death of the person or the revocation of the power.

If the POA gives you the authority to execute the legal document you're referring to, the answer is yes.
