temporary guardianship
If we file temporary guardianship for my sister can the legal guardian put her somewhere else?

If someone already has the legal authority to move her, yes. However, discuss the options with an attorney--just filing your petition and getting the court, court investigator and court-appointed counsel involved may lead to a better resolution.
Re: temporary guardianship
Whoever is guardian can move the person, after obtaining a specific court order. If there is no existing legal guardian, and you need to file to become one, you would ask for an order at the same time. In an emergency properly documented to the court, the court might grant the order without waiting for a hearing.
