Domestic Violence, Child custody, out of state

My Daughter has been a victim of domestic violence for years in N.C. She has an autistic daughter. She wants to flee to Ca. with her daughter to be with me for her and her child's safety. Can she legally take the child out of state and obtain an OSC in Ca./

Safety is one of the reasons that a person may leave a state without permission of either the other parent or the court. Such moves have fairly high risk that the court will not agree that the move was required for the saftey of the mother and child. She needs to be able to prove the abuse and show that it is severe abuse.
