Legal Question in Family Law in California

My Ex-Wife has sole physical custody of our 2 kids ( 9yrs & 7yrs ) .According to our Divorce decree she is to inform me of any location change or anything that has to do with my kids. Also I was not able to pay child support for the last couple of month because apparently her bank account got closed so since I couldn't reach her. I was unable to do anything, now she filed through the child support agency against me and its getting pulled out of my paycheck right away which is ok its her right to get this money but its funny when they asked that if i would still owe her from past on the letter she answered with NO so doesn't that show that she did that because she knows she is wrong for not staying in contact with me or keeping me up to date with phone numbers and address! I was trying to contact her for the past 7 months with the number she gave me but its not in service anymore we heard through facebook and friends that she supposely has moved to Las Vegas to live with her dad without notifying me. When we filed for a divorce she asked me to not fight for the kids because they didn't want to leave their school,family & friends which i said its ok that was the only reason not to fight to get them from the very beginning but now she took them away from their school,friends & family!What can i do i don't know? Is there any cause of breaking the divorce decree that Im able to fight for custody?
