I live and pay spousal support in California. If my ex-wife moves back to her home country, am I still obligated to pay her spousal support?

Yes you can be compelled to pay her support. You might want to go to court and show that due to her move her expenses are less and she should receive less money (if in fact this is the case)

Yes, you still have to pay her spousal support. If you stop paying, it will cost her a lot of money to come back to CA to enforce the order, and she will probably also get an order that you have to reimburse her for expenses of coming back to enforce the order, and for attorney's fees.
