Legal Question in Family Law in California

My husband move to california 4 years ago and he contated the Child support office worker he wrote a letter to let them know that he had move and give his new address he also, notified them that he did not had a job. However, the person that was working in this case did not advice him to file a motion of relif form so his child support was never stop. Since he was not able to find a job he went to school and became a certified nurse assistant by the time he stated to work he already owe alot of money in child support. Last year he stated to paid his child support and make a extra payment toward the old balance that he had. We got married and he have a 2 years old baby. However, the amount of his child support was never reduce and he was not making the same amount of money as when he was in working in Rhode Island and he has a new child which is our baby. My husband and his ex-wife have 2 kids and they have a court order that each one has the right to claim a child on there taxes. My husband contated his ex-wife to asked her, if she can give him his son SSA # since he had the right to claim one of the kids. She told him that she would give him they younges child ssa# but she never did the next thing we found it was that she give the number to her sister so she claim my husbands son as her dependent. Could he tried to file his taxes and wait to see if the IRS department would let him know that someone else have claim his child. Or what else he can do Thank you in advance for your help.

Go back to court over the ss# and everything else. Go get the child support modified asap.
