if my husband was in the united states military for 10 years collecting money allotments but not giving any of it to me am I entitled to any of that now that he is discharged on a medical disability

Income during marriage is community property, but all debt and expenses incurred are community debt and expenses. So if you are asking if you are entitled to some kind of reimbursement for money he got and spent without giving you any, the answer is no. If you are asking if you are entitled to anything that was saved or is left, the answer is yes, it is half yours.
