Legal Question in Family Law in California

My 3 sisters and I will inherit, equally, my folks' estate one of these days. Basically, it will be the house. My one sister has a husband who has taken her from 'riches' to 'rags' and my concern is that after she inherits, if he outlives her, he get all her money if we don't have it expressly outlined in the living trust/will (my folks to have one) that he cannot get the money. She has a grown son from her first marriage; we'd like to see him get the money. I realize that once it's spent, it's spent, so part ''B'' of my question would be, can a clause be written in the Will that money be ''doled'' out to her so we can be assured she's taken care of in her old age -- at the same time this would keep them from wasting it; they are very stupid with money.
