how do i get the non biological father removed from the birth certificate

I do not know if a Declaration of Paternity was ever signed by the person on the birth certificate. Does this person want to be removed from the birth certificate? Does the child know who this person is? Has he been a part of the child's life? How old is the child?

These are several questions that need to be answered before I could direct you in the proper direction.
