Legal Question in Family Law in California

Non-custodial parent of my child has immigrated to Canada without notify me since 2006. Recently, I found his employment information from online shows that he had worked in Canada for almost four years without pay me any child support. I wonder that is there any legal action or penalty on him.

If he has not been paying under an existing court order, then yes, though it will be complicated to enforce it. If there is no existing order, then you can take action for support, but not for penalties.
