My ex owes 36,000 in back child support. How do I obtain a warrant for his arrest?

The simple answer is that you don't, and furthermore, it's not in your best interests that he's arrested, because if he were to be incarcerated, you have effectively eliminated any chance of him earning income in order to repay the arrears.

A better course of action would be to assign your case to the Department of Child Support Services. They will be able to suspend his driver's license, levy his bank accounts, take his tax return, and basically do everything they can to get you some money. Best of all, it's paid for by the taxpayers and, worst case scenario, they will have him put in jail if all other attempts to get you reimbursed fail.
