I am assuming that the support order comes from CA. If parenting and visitation issues are yet to be decided, you must file a petition with the court to establish your parental rights and seek a parenting/ visitation plan with the child. If the child has had no contact with you, the development of a visitation plan will take time depending on the child's age and what the CA courts call 'what is in the best interests of the child'.

Timeshare has a direct influence on the amount of support you pay. The greater the timeshare, the lesser the support amount. The motivation to see your child should be driven by creating the parenting relationship not just to cut down the support you must pay.
