"My sister has moved back in with my mom after major cancer surgery. Her boyfriend who she was living with before the surgery refuses to give her her belongings. She is incapable physically or mentally of getting her stuff herself. How can we get her stuff for her"

Quickest solution may be for your sister to call the police and ask for police standby so your sister can retrieve her personal things from the boyfriend's place.
