My wife is a Chinese National and I am American. My stepson has a New Zealand passport. He is nine. We all live in Hong Kong. What steps do I need to do to adopt him so he becomes US citizen?

There is little or nothing that needs to be special about the adoption in order for the child to qualify for U.S. citizenship. It just needs to be legal in the jurisdiction in which the adoption occurs, which presumably would be Hong Kong. So you will need to contact a Hong Kong lawyer about that. However, the immigration and naturalization process can be complicated. The Customs and Immigration Service recommends that you start their process well before the adoption. You begin by filing an application for determination of qualification to naturalize the child through adoption. If approved you then apply. So definitely start with the USCIS.
